Azerbaijan SIM card from the UAE: Azercell, Bakcell, roaming or eSIM
An Azerbaijan SIM card for tourists costs 34 AZN at Nar (20GB plus 20GB of social media), 35 AZN at Bakcell (30GB) and 39 AZN at
Azercell (30GB), each for 30 days (16 Oct 2026). A pack on your UAE number is AED 35.00 a day (15 Oct 2026), and a data-only eSIM starts at AED 15.99 for 1GB and 7 days. A local SIM also means registering your phone’s IMEI; a UAE line on roaming is exempt.

Figures from State Statistics, reported by Report.az, show the UAE sent about 1.6% of Azerbaijan’s 2.364 million arrivals in January to November 2025, roughly 37,800 trips. We sell travel eSIMs, so we have an interest here, and eSIM Go is not affiliated with e&, du, Virgin Mobile UAE, Azercell, Bakcell or Nar.
Data in Azerbaijan from the UAE: the options side by side
Three routes get you online in Baku: a tourist line from Azercell, Bakcell or Nar with 20GB to 120GB for 30 days, a roaming pack on your e&, du or Virgin Mobile UAE line from AED 35.00 a day, or a data eSIM installed before you fly.
| Option | Price | What you need | Weak point |
|---|---|---|---|
| e& (Etisalat), du or Virgin Mobile roaming pack | AED 35.00 to AED 1,200.00 a pack from about AED 15.00 per GB | Roaming switched on and a pack bought before you fly | Costs more per GB than the eSIM |
| Pocket Wi-Fi router | Not verified | Collect it, keep it charged and return it | One connection for the group, only while you stay together |
| Local SIM bought on arrival | Not verified | A free SIM slot and a shop after landing | On a one-slot phone it replaces your UAE SIM |
| Travel eSIM from this site | from AED 15.99 by card; from AED 5.25 per GB | An eSIM phone that is not locked to one operator | Data only: no calls or SMS on your UAE number |
Pack prices as listed by e&, du and Virgin Mobile on 15 Oct 2026; AED per GB is our derivation (price ÷ GB). eSIM prices are in AED at the day’s rate: your card is charged exactly that amount.
| Route | Data | IMEI registration | Your UAE number |
|---|---|---|---|
| Local tourist line | 20GB to 120GB, 30 days | Yes, within 30 days | Stays only with a second slot or eSIM |
| UAE operator pack | 500MB a day to 20GB a month | No, roaming is exempt | Same SIM, same number |
| Data eSIM | 1GB to 20GB, unlimited 3 to 30 days | Not stated for data eSIMs | Stays on your main SIM |
The rows are our synthesis of Azercell, Bakcell and Nar (16 Oct 2026) and the three UAE operators (15 Oct 2026).
eSIM for Azerbaijan: most chosen plans
Your card is charged exactly AED 15.99; the charge is in UAE dirhams. The seller is registered outside the UAE, so some banks may still add a foreign-merchant fee — how card payment works.
What it costs per day
Plan price in AED ÷ days, at the rate of 17 Oct. A longer plan usually costs less per day: pick by your trip length, not by the lowest daily price.
Azercell, Bakcell and Nar tourist lines in Baku
An Azerbaijan SIM card for foreign guests comes from three operators on 30-day lines: Azercell’s Travel packs from 39 AZN, Bakcell’s TravelSIM from 35 AZN and Nar’s TouristSIM at 34 AZN (16 Oct 2026). The cheapest price per GB is Bakcell’s 120GB line at about 0.63 AZN.
| Line | Data | Minutes | Price (AZN) | about AZN per GB |
|---|---|---|---|---|
| Azercell Travel 30GB | 30GB | 100 | 39 | 1.30 |
| Azercell Travel 60GB | 60GB | 200 | 59 | 0.98 |
| Azercell Travel 120GB | 120GB | 300 | 79 | 0.66 |
| Bakcell TravelSIM 35 | 30GB | 50 local + 50 international | 35 | 1.17 |
| Bakcell TravelSIM 55 | 60GB | 100 + 100 | 55 | 0.92 |
| Bakcell TravelSIM 75 | 120GB | 150 + 150 | 75 | 0.63 |
| Nar TouristSIM | 20GB + 20GB social media | 100 all-net + 20 international | 34 | 1.70 |
Sources: Azercell, Bakcell and Nar (16 Oct 2026). The per-GB column is our arithmetic and counts general data only. Azercell prints a currency only for “59 AZN” and Nar none at all; we read every price as AZN and do not convert it to AED.
Only Azercell says where to go: “A foreign citizen can activate the service by applying to any Azercell Exclusive offices or our official dealers with a foreign passport.” Its SIM or eSIM is free in all packages, but its page names no airport counter. Bakcell and Nar name no documents or sales points, and Bakcell no SIM price or eSIM, so ask before you queue.
Azercell states “The service is not available while roaming”, so do not count on its pack outside Azerbaijan. Its numbers are valid for 30 days; Bakcell’s pack lasts 30 days and its number 90. When the bundle ends, a megabyte costs 0.05 AZN at Azercell and 0.49 AZN at Bakcell, 9.8 times as much (our arithmetic).
On a 5-day trip, Azercell’s 39 AZN pack costs 7.80 AZN for each day you are there, against 1.30 AZN over its 30 days.

e&, du and Virgin Mobile in Azerbaijan: no One Country
Azerbaijan is in the main roaming zone of e&, du and Virgin Mobile UAE, so their packs work there, but it is missing from Virgin’s One Country list of 34 countries (15 Oct 2026). A day costs AED 35.00, and a week AED 70.00 to 200.
| Pack | Data · days | AED | about AED per day |
|---|---|---|---|
| e& Roaming Daily Data (prepaid + postpaid) | 500MB · 1 day | 35 | 35.0 |
| e& Weekly Data Pack (prepaid) | 4GB · 7 days (until 10 Jan 2027, normally 2GB) | 100 | 14.3 |
| du roaming data bundle (postpaid) | 5GB · 7 days | 70 | 10.0 |
| du roaming data bundle (postpaid) | unlimited · 7 days | 200 | 28.6 |
| Virgin monthly pack | 20GB · 30 days | 300 | 10.0 |
Sources: e& (15 Oct 2026); du (15 Oct 2026); Virgin (15 Oct 2026). The per-day column is our arithmetic. Rules: e&, du, Virgin Mobile.
On a Virgin plan of 20GB or more, the free One Country pass does not apply here, so you still buy a pack. Your e&, du or Virgin line won’t use mobile data abroad unless you add a roaming pack (e& lets you unlock pay-as-you-go data for 24 hours by SMS).
e& starts its weekly pack on your first eligible use and Virgin on the first call made or received. For du’s postpaid data bundles the API and the FAQ disagree on activation, so buy shortly before you fly and check the du app. du publishes no speed limit for its unlimited bundle in the data we collected. Keep your UAE SIM on for SMS: e& and Virgin Mobile do not charge for SMS you receive abroad, calls you receive are charged per minute, and we found no du price for incoming SMS.
A week in Azerbaijan: roaming pack vs eSIM
2.1× cheaper than prepaid packs5.6 GB for 7 days (0.8 GB a day, social media and photos): the cheapest prepaid way to get it, and postpaid where it is lower.
On roaming your UAE number also takes calls and SMS; the eSIM is data only. Packs at the operator’s AED price, as listed on 15 Oct 2026; the eSIM at its AED price on 17 Oct, charged in AED by card. Work out your own trip.
IMEI registration: when your phone needs it
A phone used with an Azerbaijan SIM card from a local operator must be IMEI-registered, or it is locked in 30 days; a phone on a UAE roaming line needs no registration (Bakcell, 16 Oct 2026).
Bakcell’s IMEI page: “All guests of our country, who want to enjoy the services offered by local mobile operators, will have to register IMEI codes of their telephones.” Foreigners “should visit registration centers” themselves, and a phone that is not registered “will be locked in 30 days”. The page states a registration fee, but it is undated, so confirm the amount before you go. You check a phone’s status at imei.az.
The exemption is explicit: when “a foreigner (roamer) uses international roaming services within territory of Azerbaijan through the SIM-card belonging to a foreign mobile operator”, there is “no need to register IMEI code of the mobile phone here”. That is your e&, du or Virgin Mobile line on a roaming pack.
The page does not mention data eSIMs, and we found no source on whether a travel eSIM counts as a SIM “belonging to a foreign mobile operator”, so we make no claim either way. Check imei.az before you fly.
So even on a 5-day trip, a 39 AZN SIM comes with a visit to a registration centre, which suits a stay of weeks better than a weekend. On a short visit, the roaming pack is the one route the rules exempt in writing.
Our Azerbaijan eSIM: from 1GB to unlimited
Our Azerbaijan eSIM is data-only and runs from 1GB for 7 days at AED 15.99 to 20GB for 30 days. Seven days of unlimited data at full speed up to 3GB a day, then 1 Mbps, is AED 144.99, about AED 20.71 a day (our arithmetic).
Data plans run 1GB for 7 days, 2GB for 15 days and 3GB to 20GB for 30 days; 10GB for 30 days is AED 73.99. Unlimited plans run 3, 5, 7, 10, 15 or 30 days with the same cap. Charged in AED by JET SHARING (USA). Your bank may add a foreign-transaction fee; see how to pay. The price in AED for every size is on the Azerbaijan eSIM plans page.
The network is shown on our Azerbaijan plan page on the date you buy, and the plan joins a local network when you land.
Install before you fly; it connects when you land in Azerbaijan, and the days count from that first connection. A plan can be topped up. We have not confirmed Azerbaijan on a regional plan’s country list, so buy the single-country plan; a trip that starts in Tbilisi is covered in the Georgia SIM card guide.
Our Azerbaijan eSIMs carry no number, minutes or SMS, so keep your UAE number on your main SIM; see keep your UAE number. Where a local line wins: it comes with a local number and 50 to 300 minutes of calls, which our Azerbaijan plans do not include. Our eSIMs are for use outside the UAE; they do not provide service in the UAE. If the eSIM has not connected to any network, you can get a refund within 30 days of purchase.
Check before you fly
What if the eSIM doesn’t work when you land in Azerbaijan?
Check four settings, in this order, before you write to us.
The first is the line for mobile data. On iPhone it is Settings > Cellular > Cellular Data; on Android, the SIM manager. Pick the travel line there; your UAE line stays on for calls and SMS, with its mobile data off.
The second is data roaming, for the eSIM line only. The eSIM is a foreign profile, so the phone treats Azerbaijan as roaming for it.
The third is the APN. On this plan it sets itself, so leave it alone; you don’t need to type one.
The fourth is a restart. Restart the phone or switch airplane mode on and off, and let it find Azercell and Nar Mobile; this can take a few minutes after you leave the plane.
Still no data? Write to us on WhatsApp or at support@esimgo.ae with your order number, or go through the no-signal checklist. Do not delete the eSIM to “try again”: a deleted profile usually cannot be installed twice from the same code. If the eSIM doesn't work and it isn't your phone's fault, we refund the payment whether or not it was installed.
What I’d choose (and when NOT to buy the eSIM)
For a week of maps, rides and messaging I’d take 1 GB for 7 days, AED 15.99. For two weeks or more, with photos and social media, I’d go for 5 GB for 30 days, AED 40.99. If you video-call and stream every day, take the unlimited plan for 7 days, AED 144.99, with 3 GB a day at full speed, then 1 Mbps.
I would not recommend the eSIM in three cases. If you need calls or SMS on your UAE number every day, roaming on your e&, du or Virgin Mobile line keeps them, and some packs include minutes (compare the packs). If your phone has no eSIM or is locked to one operator, it cannot take the plan: check your model first. And if your group travels together all day and shares one connection, a pocket Wi-Fi can cover everyone.
FAQ
Do I need to register my phone in Azerbaijan?
Only with a local SIM. Under Bakcell’s rules, a phone used with an Azerbaijan SIM must have its IMEI registered, or it is locked in 30 days (16 Oct 2026). A UAE line on international roaming needs no registration. The rules say nothing about data eSIMs, so check imei.az before you fly.
Which tourist SIM should I get in Baku?
From 34 AZN for 30 days: Nar’s TouristSIM gives 20GB plus 20GB of social media, Bakcell’s TravelSIM 30GB for 35 AZN and Azercell’s Travel pack 30GB for 39 AZN (16 Oct 2026). For 120GB, Bakcell’s 75 AZN line works out at about 0.63 AZN per GB against 0.66 at Azercell (our arithmetic).
Is Azerbaijan in Virgin One Country?
No. Azerbaijan is missing from the 34 countries of Virgin Mobile UAE’s One Country pass (15 Oct 2026), so even a plan of 20GB or more pays for data there. Virgin’s packs start at AED 35.00 for 750MB a day.
Is there an unlimited eSIM for Azerbaijan?
Yes, for 3, 5, 7, 10, 15 or 30 days. It runs at full speed up to 3GB a day, then 1 Mbps. Seven days of unlimited is AED 144.99 (our price, charged in AED).
Does my UAE SIM use data in Azerbaijan without a pack?
No. Data stays blocked until you add a roaming pack at e&, du and Virgin Mobile UAE (15 Oct 2026). The one exception is e&, where an SMS opens pay-as-you-go data for 24 hours.
